Part 2
Our Town Development Summit ─BEYOND LOCAL─ held in Oga City, Akita Prefecture

In Japan, where the population is declining, the shortage of people and resources is becoming more serious, especially in areas outside of big cities such as Tokyo. In times like these, isn't it essential for each region to join hands and revitalize in both directions? This was the main theme of the event.
Akita Prefecture, where the event was held, has the highest rate of population decline in Japan. Oga City in particular has the third highest rate of decline in the prefecture. Various players from inside and outside the region gathered in Oga City to share and disseminate the challenges and ideas of each region regarding urban development. This is the "Our Urban Development Summit ─BEYOND LOCAL─", a place to explore "future urban development" that makes use of the appeal of each region by circulating resources across regions.
The three companies - Ine to Agave Co., Ltd., which is working to revitalize the local area beyond the scope of salmon production in Oga City, Akita Prefecture; Mitsubishi Estate Co., Ltd., which launched the Megurumeku Project, which aims to build rich relationships between communities and cities through agriculture and food; and Mitsubishi Jisho Design Inc. Summit Executive Committee and managed this event.
This report will introduce the events that took place on the day of the summit in two parts.
Watamachi Pitch & Talk Session
SPEAKERS

Mr. Goichi Miyamoto
In the Nasu Highlands in Tochigi Prefecture, they operate "Chus," a facility that combines a market that sells products made by local producers, tables where you can enjoy meals made from ingredients, and lodging. Nasu is actually the second largest producer of raw milk after Hokkaido, and they developed a product called "Butter's Cousin" using non-fat milk that would normally be thrown away. They are currently building "GOOD NEWS," a facility with the theme of symbiosis between forests and people.

Ryo Ishida
NewLocal is a town development company whose mission is to "paint a happy scenario for the local area in an era of population decline." They are currently active in Nozawa Onsen, which is famous for its ski resorts. They established Nozawa Onsen Kikaku Co., Ltd. together with local residents and people who have relocated there, and are making use of vacant facilities. In March 2023, they established Oga Machi Kikaku together with Rice and Agave.

Mr. Yoshitaka Inoue
Aiming to create a world where local organic farmers can earn money, we are carrying out various initiatives in Hokuto City, Yamanashi Prefecture. In addition to producing onions and garlic through organic cultivation, we are developing agricultural tourism, agricultural welfare collaboration, agricultural management games, etc. such as "Agriculture x XX". In addition, we also utilize the former Hokuto City Takanekita Elementary School and operate a cafe glamping facility.

Mr. Hisataka Hama
Based in Yokohama, we are a company that handles all aspects of urban development nationwide, from concept making to architecture, events, product design, and promotion. We take a stance of supporting the people of the town.

Four people active in each region took the stage and the session began by posing the questions, "The value of real life is gaining attention amid the COVID-19 pandemic," and "What can be done to get people to visit local areas in real life?"
Muraoka
Three years have passed since the COVID-19 pandemic, and we have come to understand that online is only a complement to the real world. What is growing in the online realm, such as D2C, is that it already has real customers and has a tangible story. Conversely, we are seeing a phenomenon where people who have only been online until now are starting to create real shops to understand their customers. I think it is important to have places with local passion.
From there, the conversation developed into creating "points of involvement" to attract people. How can we get people from outside to get involved in the local community?
Miyamoto
The three steps to building a relationship that I think of are "listening," "relying on others," and "involving others." I once opened a hamburger restaurant, but I had never grilled a hamburger in my life. I asked the chef how to make a hamburger, and when it was done, I had him try it. When I asked him if I wanted a side dish, he made a menu for me, and in the end, he even invited me as a customer. When you rely on others, it doesn't seem like it's someone else's problem. It's important to properly communicate what you "can't do."
The debate is: Do we want to increase the number of related people by creating "connections"? Or do we want to increase the population?
Okazumi
Although there is a desire to increase the population, it is impossible for Oga alone to grow while the population of Japan as a whole is decreasing. Therefore, I think that not only increasing the population but also increasing the related population will lead to the revitalization of the region.
Miyamoto
I live in the countryside, and I think it's important to think about how long something will last. When thinking about the sustainability of a region, I think it's important to have a goal of increasing the population after the related population.
Okazumi
I just want to keep creating jobs in Oga City. Today's high school students are told by their parents to go to Akita City, Sendai City, or Tokyo because there are no jobs, so none of them come back. For me, it is important to make them think that there are more interesting jobs in Oga than in Tokyo.
Finally, we asked the speakers, who are active in their respective regions, about their thoughts on Oga's potential.
Hama
I think that the town development that Okazumi-san is doing will be fast and powerful. Next, everyone in the town will have to carry the town on their shoulders. We have been working on analog systems for a long time, so we hope we can help by taking on even 1% of the challenges of the child-rearing generation and the elderly in the area.
Inoue
Oga is home to all of the agriculture, forestry and fisheries industries, so I think it would be interesting to have something like a "primary industry internship program." Rather than starting long-term, you could do a variety of jobs for a week to a maximum of a month. You could work in the primary industry while experiencing the seasons throughout the year, and you could also work remotely. I think this is an approach that urban people want.
At the end of the talk session, Hirose concluded with the following:

Up until now, most events have been held in Tokyo. I think it's important to have a system where people who are working hard in a "local" environment can support each other, rather than a city-region structure. I hope that this summit will function as such a forum and continue to be held in the future.

Mr. Akihiro Shoji
In Akita City, he is involved in various designs, store planning and management, as well as managing "Sakaba Kamebaru," "Kame no Machi Bakery," "Kame no Machi Store," etc. He is involved in activities to increase the value of areas such as "Yamakiu Minami Warehouse" (2019), and is working to bring out the charm of the area by participating in Renovation schools in various regions.
While running a design company called SeeVisions Inc., Tokairin also runs Spiral A Inc., which develops town development and food service businesses through Renovation. He started his own business in 2006 when Akita Prefecture's population began to decline, and as the population continued to decline, he wondered if there was anything he could do to help, and started "creating shared land for towns."

The first project we worked on in our "Common Land Creation" project was the "Kame-no-machi Project" in the center of Akita City. We Renovation a row house called "Tanukikoji," which was unpopular at the time.
Starting with the Spanish bar KAMEBAR, as more and more stores opened, the number of people passing by increased and locals said, "The area has become safer." After opening our second store, we found a vacant building called Yamaki Building about 50 meters away and Renovation, which led to changes in the entire area.
When we were trying to create a public space with the concept of a "covered park" by utilizing a warehouse owned by the owner of "Yamaki Building", the owner invested 150 million yen, which was a great idea. I felt that there was a new possibility of the owner investing in urban development himself. This owner said, "This is not an investment, it's a contribution to the community," and I think that it is a good method to operate a business with people like him. Currently, tourism is shifting from something that gives a sense of the extraordinary to something that gives a sense of the everyday life of the place. In Oga City, if we start tourism in the Funakawa area near the shopping district, we can create "tourism that is part of everyday life" by communicating with the people in the shopping district.
7. Ogamachi Talk

In a talk session entitled "Ogamachi Talk," moderated by Miyoshi (Mitsubishi Jisho Design), Mayor Sugawara, Okazumi (Rice and Agave), Ishida (NewLocal), Tokairin (See Visions), and Fukushima (Gourmet Store Fukushima) took to the stage. The five people who are involved in Oga's urban development talked about the future of Oga.

Mr. Tomoya Fukushima
Founded 105 years ago, this fourth-generation owner of a meat and side dish specialty store known for its croquettes, founded Funakawa Yamorisha LLC and co-runs TOMOSU CAFE in the Funakawa area of Oga City.
Mayor Sugawara
I always look at proverbs in the morning. Today's proverb was by Saigo Takamori, and it said, "If you find someone more suitable than you, quit your job at any time." I was very encouraged by seeing everyone working hard at this summit. Oga's strength is that it has many different perspectives. I strongly felt that I wanted to make use of my individuality while interacting with various people, and I hope to learn and create something new.
Okazumi
Mayor, please don't resign (laughs). Whenever I have a problem, I always send a LINE message to the mayor. He always replies right away and says, "I'll get started tomorrow," and actually gets things moving... I owe it all to the mayor.
Toji
I was born in another town and I run my business in Akita City, so I didn't have much connection to Oga City until now. However, when I held about 10 seminars and workshops on shopping district revitalization as part of an Akita Prefecture project, Mayor Sugawara was always there. I think that's why I'm here today. It's unique to rural areas that things move forward through close relationships with the government.
As one of the speakers, Fukushima, has been running "TOMOSU CAFE" in the Funakawa area since May 2020, the conversation turned to "changes in the Funakawa area."

The three, all originally from Oga City, returned to their hometown and wanted to bring more excitement to their daily lives, so they started holding regular market events in 2015. As the number of market events increased, there were voices calling for a cafe in the Funakawa area, which didn't have one, so the three of them founded a limited liability company called Funakawa Yamorisha and started Tomosu Cafe.
Fukushima's initiative began, Okazumi built a brewery and food processing plant, and vacant houses in the Funakawa area are increasingly being shuttered. In the second half of the session, which was filled with lively discussion about such "changes," the focus shifted to Oga's future. Attendees were asked to plot out "things they would like to do in Oga" on sticky notes on a large map of Oga set up at the venue. These were then held up on stage for the talk. A wide variety of opinions were expressed, including "It would be easier to get to Oga if there was an airport," "I wish there were more public facilities that were child-friendly," and "I would like to go cycling camping."
In response, the speakers who discussed the feasibility of this idea offered specific opinions, such as, "If Oga becomes a town of alcohol, people coming from far away will definitely need a place to stay and drink," "There are places that open up covered buildings where children can play," and "Making a place cyclist-friendly is surprisingly not that difficult. Just having racks to hang bikes might make people feel more accepted."
The speakers this time were people who can make this "future of Oga" a reality. I felt their enthusiasm to make it more visible and give it shape.
8. Closing talk
The summit will conclude with a closing talk.

Okazumi
I will implement all the advice I received today. As I try various things, I think I will come up with solutions that are unique to Oga. These may lead to solutions for problems in Akita, Tohoku, and all of Japan in the future. I declare that I would like to put the hints I received here into shape in my own way and create the "Oga Model" together with you all.
With Okazumi's closing remarks, "Our City Building Summit - BEYOND LOCAL" came to a close.
The meeting once again gave us a sense of the potential that the city of Oga has and the hope that the local community can share knowledge and move forward together.
We plan to hold the "Our Town Development Summit" in other locations in the future. I am very excited to see what will be born in Oga and other places as a result of this meeting.
