What is future urban development that transcends local boundaries?
Part 1
Our Town Development Summit ─BEYOND LOCAL─ held in Oga City, Akita Prefecture

In Japan, where the population is declining, the shortage of people and resources is becoming more serious, especially in areas outside of big cities such as Tokyo. In times like these, isn't it essential for each region to join hands and revitalize in both directions? This was the main theme of the event.
Akita Prefecture, where the event was held, has the highest rate of population decline in Japan. Oga City in particular has the third highest rate of decline in the prefecture. Various players from inside and outside the region gathered in Oga City to share and disseminate the challenges and ideas of each region regarding urban development. This is the "Our Urban Development Summit ─BEYOND LOCAL─", a place to explore "future urban development" that makes use of the appeal of each region by circulating resources across regions.
The three companies - Ine to Agave Co., Ltd., which is working to revitalize the local area beyond the scope of salmon production in Oga City, Akita Prefecture; Mitsubishi Estate Co., Ltd., which launched the Megurumeku Project, which aims to build rich relationships between communities and cities through agriculture and food; and Mitsubishi Jisho Design Inc. Summit Executive Committee and managed this event.
This report will introduce the events that took place on the day of the summit in two parts.
1. Walking around Oga town with rice and agave
Prior to the start of the summit, a walking tour of Oga town was held, guided by Okazumi Shuhei, representative of Rice and Agave.
This program is limited to 15 participants.

Ine to Agave is a "craft sake" brewery founded in Oga City in 2021. "Craft sake" is a new genre of alcohol that was created by adding secondary ingredients based on sake brewing techniques. For example, you can add hops like beer, or grapes for a fruity taste. It is also possible to add apples to create a drink that combines the best of sake and cider.
"I want to make this town a sake town."
At the beginning of our walk around town, Okazumi from Ine to Agave talked about the "Oga Sake City Concept."
The reason he said this was the issue of Oga City's declining population.
"If the population decline continues at the current rate, I don't think Oga will exist in my lifetime. I want to do something to ensure that this town will continue into the future. If it is recognized that 'Oga = town of sake,' then I think this town will continue to exist for future generations."
Okazumi is originally from Fukuoka Prefecture, but he started his own business in Oga City to give back to Akita Prefecture, where he used to work at a sake brewery.

The way they are promoting the area is not limited to brewing craft sake at the brewery. They are also working on town development, such as plans for restaurants and lodging, so that people will think, "I want to come to Oga because of the rice and agave."
"This vacant house is going to change," says Okazumi as he introduces each building. He plans to open a ramen shop in the vacant house in front of the Ine to Agave Brewery. Hakata Ippudo, which sympathizes with Okazumi's dream, is supervising the shop and preparing to open (opening in August 2023 as Ramen Ogaya).
Additionally, the new food processing plant that Ine to Agave will open at the end of March 2023 was originally a vacant building. It is a place to manufacture and sell fermented mayonnaise, made from sake lees produced during sake brewing. Other initiatives include the opening of a cafe brought together by local volunteers, which has sparked young people to get together and start their own businesses. In 2018, Oga Station was relocated and rebuilt close to the old station building, leading Oga City to purchase the land around the old station building and is steadily developing it into a station plaza. With the involvement of many people from both inside and outside the area, new life is being breathed into the town.
"I want to open the shutters of this town," said Okazumi, as we were led from Rice and Agave to the summit venue. All the participants were excited to see the town change even within a 10-minute walk.

2. Opening talk
The summit started with an opening talk by the summit executive committee chairman, Okazumi, the organizer, Hirose Takuya of Mitsubishi Estate, and Miyoshi Fumiaki of Mitsubishi Jisho Design Jisho Sekkei, who acted as the secretariat. The three talked about why they decided to start this project in Oga.

While working on the "Megurumeku Project," a food and agriculture-themed community at Mitsubishi Estate, where I work, I thought, "Rather than being confined to the local area, bringing together various players might lead to regional revitalization." After meeting Okazumi and thinking about the intersection of food and urban development in the region, the idea for this summit was born.
Miyoshi
Mitsubishi Jisho Design main job is to plan and design buildings. However, at the root of all of this is the big idea of "urban development." While creating buildings, our aim is to "create communities."

As he listened to stories about the town, he felt that many things were beginning to happen in Oga, a city filled with charm, and he drew the picture with the idea that painting the town's present and future would help people share the joy of the town. In his opening talk, Miyoshi said, "I would like to discover a town of Oga that is much more expansive than what is depicted in this picture."
At the end of the opening talk, Oga City Mayor Koji Sugawara also gave a speech.

I have been living in Oga City for 71 years, and there is no better place than this. Beautiful scenery, over 140 kinds of fish to catch, and the traditional culture of Namahage. Even though the population is declining, everyone thinks Oga is a great place. Right now, good winds are blowing in Oga. One of them is offshore wind power generation. Akita Prefecture is the place where offshore wind power generation in Japan started. I want to contribute to global decarbonization.
The other is "the wind of altruism." Starting with Okazumi-kun, young people are speaking with the desire to somehow revitalize the region. I am very happy that young people with altruistic hearts have come. I am impressed by their challenge without being bound by conventional concepts, and I would like to support them together. Creating a new culture will change Oga, change Akita Prefecture, and change Japan. Everyone, let's have fun together today!
3. Keynote speech:
"Kyushu Island Project" to create a Kyushu that the world admires

In Takaoka-machi, Miyazaki City, a town of 12,000 people, they Renovation a closed elementary school and operate MUKASA-HUB, which includes a cafe, shared office, and coworking space. With the goal of "creating a Kyushu that the world admires," they have developed products such as "Kyushu Pancake Mix" using ingredients from Kyushu, and are expanding their cafes and restaurants both in Japan and overseas. They are also working to revitalize the region and create communities through food.
Mr. Muraoka of Ippei Holdings operates restaurants throughout Kyushu. He leads KYUSHU ISLAND, which aims to "create a Kyushu that the world admires," and develops products such as Kyushu Pancake Mix, which is made with agricultural ingredients from Kyushu, as well as opening cafes and restaurants both in Japan and overseas. He is also working to revitalize the region and create communities through food.
"I would like to share with you the memories of the past three years of struggling to find something we could do," he said, candidly speaking about the company's recovery from the COVID-19 pandemic.

Muraoka
Sales dropped drastically due to the COVID-19 pandemic, but I still had time, so I went for walks and thought about what I could do. Then I had an idea: "Miyazaki alone can't do it, but if we connect the whole of Kyushu, there is something we can do." For example, Miyazaki Prefecture does not produce wheat, but if you look at Kyushu as a whole, it produces about 30% of the wheat in Japan. Until now, there was no idea of uniting people in a wide economic zone, such as promoting products that are not attracting attention together. As a result, many new products were born and became successful throughout Kyushu.
As a new value axis, we call things that can only be done in this town "super local." Local doesn't mean a place, it means people and experiences, things that everyone is proud of in the town, things that can only be experienced there. When you say "regional" or "rural," you immediately only notice social issues. Instead, we need to look at values. Thanks to the "Megurumeku Project," I was able to come here from the edge of Miyazaki and connect with you all, and I feel that we are living in an interesting era.

Creating the future of Oga: "Oga Sake City Concept"

Mr. Shuhei Okazumi
After studying sake brewing in Akita Prefecture, he opened the "Rice and Agave Brewery" in Oga City, Akita Prefecture in 2021. He is actively involved in community development and is involved in a wide range of businesses in the area, including "Craft Sake," the production of fermented mayonnaise using sake lees, and the management of a ramen shop and a general store. He is also the chairman of the Craft Sake Brewery Association.
Okazumi began by saying, "I want to gather friends through this presentation."

I'm originally from Fukuoka Prefecture, and moved to Akita Prefecture in 2014 when I started working at the Akita City brewery, Aramasa Sake Brewery. People often ask me, "Why are you working so hard even though you're not from Akita?" But I feel indebted to Akita. Before I came to Akita, I was mentally exhausted. But I made up my mind and came here, thinking that there might be something in Akita.
I am alive now thanks to the support of the Aramasa Sake Brewery, the people of Akita who have held my hand and pulled me up. I truly feel like I am being kept alive by the people of Akita. I want to give back to Akita. And the way to do that is to create jobs in the town. When I said that, so many people have helped me. When I ask people who have come to me through sake, "We need your help, so can you give us 1% of your life?", most of them give about 10%.
In fact, the three of us, including Ryo Ishida, who will be speaking later, and Ina to Agave CFO Saito, will be starting a town development company on March 22, 2023, which is Oga City Day (Oga Machi Kikaku Co., Ltd.). We would like to rebrand Unosaki Coast as a new content other than alcohol. If you are listening to this presentation and think you could do something together, please let us know.
