Several surfaces are inserted into Marunouchi. The 1700% high volume is blended into the urban space through the overlapping "skins." In order to develop a pedestrian network, the base is opened as an atrium to link with the Tokyo International Forum. For this reason, it is the first building to be subject to the "volume transfer" and "use exchange" system.
